By following the LAA process, building owners can ensure that small-scale alterations to plumbing or fuel gas piping systems comply with NYC Department of Buildings (DOB) regulations. What Is an LAA Filing?

The Limited Alteration Application (LAA) is a filing process used for specific minor alterations or repair projects that do not involve major construction. LAA filings are particularly common for:

  • Plumbing Work: Small-scale plumbing modifications like replacing fixtures or installing backflow prevention devices.

  • Boiler Work: Replacing boilers, burners, or hot water heaters.

  • Other Small Alterations: Projects like minor upgrades to existing systems.

By eliminating the need for design professionals in these cases, LAA filings simplify the process for owners while still maintaining safety and compliance.

Properly filing for an LAA ensures your project complies with NYC building codes, avoiding costly penalties or delays. Knowing whether your project qualifies for an LAA can save time and resources compared to full filings.

For example, if you're replacing plumbing fixtures in a residential building or upgrading a boiler in a commercial property, the LAA process provides a quicker path to approval.

How to Use the App

  1. Search for specific items or select a Work Type: Start by choosing water, gas, oil burner, or fire suppression.

  2. Filter by Category: Narrow down the scope of your project (e.g., fixture replacements, equipment, or piping).

  3. Review Filing Requirements: Instantly access specific details, including allowable work and building types.



Category 1: Limited by Cost and Scope

Category 1 filings are for projects with a $35,000 cost limitation per building, including appliances and labor, over any 12-month period. These filings are typically used for minor upgrades and alterations. Examples of permitted work include:

  • Adding Fixtures: Install up to five plumbing fixtures or connections within 12 months.

  • Installing Sprinkler Heads: Add up to five new sprinkler heads off an existing domestic water system.

  • Piping Work: Install new plumbing or fuel gas piping (specific exclusions apply).

  • Sprinkler Head Rearrangements: Rearrange up to 20 sprinkler heads in select areas, such as light hazard or mercantile zones.

  • Standpipe Work: Replace standpipe system parts and piping (with limitations).

Note: Category 1 also comes with a specific fee structure, which varies based on the type of work and building classification.



Category 2: No Cost Limitation but Strictly Defined Scope

Category 2 filings allow for more flexibility in terms of cost, but the scope of work is strictly regulated. This category covers essential replacements and alterations, such as:

  • Backflow Preventers: Install or replace primary backflow preventers.

  • Direct-Vent Appliances: Replace or install direct-vent gas-fired boilers, water heaters, or furnaces in smaller residential buildings (four stories or less).

  • Gas Burners and Boilers: Replace units within specified capacity limits.

  • Piping Adjustments: Reroute plumbing or fuel gas piping to serve existing fixtures.

  • Relocating or Replacing Fixtures: Move existing fixtures or replace them with like-for-like models.

  • Sprinkler Systems: Replace up to 30 sprinkler heads, provided no changes are made to their specifications.

  • Temporary Boilers: Place a gas-fired temporary boiler on-site for emergency heat.

Important Consideration: Only one category and one work type can be filed per limited alteration application.
